810 million tons! Over the past five years, China's coal production capacity has been completed in advance

On June 13, the National Energy Administration organized an industry symposium on the fifth anniversary of the "Four Revolutions and One Cooperation" new energy security strategy to summarize the practice and effectiveness of the five-year implementation of the new energy security strategy.


Among them, coal de-capacification, clean energy development, coal layout, and projects for the benefit of the people have drawn particular attention.


 The pace of low-carbon transition in clean energy is accelerating



The proportion of clean energy consumption increased from 14.5% to 22.1%, and the proportion of coal consumption dropped historically to less than 60%. The coal consumption of coal-fired power units dropped by 13 grams of standard coal, reaching world-leading levels, and the energy consumption per unit of GDP fell by 20.3%.


Two years in advance to complete the "thirteenth five-year plan" to reduce production capacity, the cumulative withdrawal of lagging coal production capacity of 810 million tons, the elimination of the shutdown of coal-fired generating units of more than 20 million kilowatts. At the same time, we will vigorously enhance the exploration and development of oil and gas, carry out the construction of a natural gas production, supply, storage and marketing system, and enhance the ability to ensure oil and gas safety.


In 2016, the "Thirteenth Five-Year Plan" for the development of the coal industry clearly stated that starting from 2016, approval of new coal mine projects, technical transformation projects for new capacity and nuclear capacity increase projects will be suspended in principle for three years. By 2020, we will eliminate about 800 million tons / year of excess and backward production capacity.


New and old kinetic energy conversion continues to accelerate



A number of key technical equipment such as nuclear power, unconventional oil and gas, and gas turbines have made breakthroughs; ultra-low emissions from coal power plants, deep processing of coal, large hydropower, power grids, and new energy generation technologies have entered the international leader.


Demonstration projects such as "Internet +" smart energy and multi-energy complementarity have begun construction, and innovation in areas such as smart grids, electric vehicles, large-scale energy storage, and energy big data has become increasingly active.


The energy industry management approach is accelerated from project approval to strategy, planning, policy, standard, supervision, and service.


The new round of power system reform is advancing steadily. The main body of the power market is becoming more diversified and the system is becoming more and more perfect. The power reform policy dividends are increasingly benefiting various market entities and consumers.


The level of benefits to the people has improved significantly



Significant achievements have been made in air pollution control, winter heating and heating in northern regions, rural power grid transformation and upgrading, urban distribution network construction, refined oil quality upgrading, and energy poverty alleviation.


Coal-fired ultra-low-emission units reached more than 810 million kilowatts, energy-saving transformation of 689 million kilowatts, and atmospheric pollutant emission indicators leapt to advanced levels in the world.


The overall promotion of "coal-to-electricity" and "coal-to-gas" work, and measures were taken to ensure clean energy supply. The clean heating rate in the northern region reached about 46%.


The transformation and upgrading of rural power grids in central villages of small towns, the connection of machine wells, and the power supply of impoverished villages have benefited 180 million rural residents, 150 million acres of farmland, and 33,500 villages. Basically, the country has achieved full coverage of rural power generation except in parts of Tibet.


We launched a special campaign to upgrade the quality of refined oil products. We provided comprehensive supply of gasoline and diesel for National Six Standards across the country, with a total investment of 34.5 billion yuan in the central budget.


We will focus on supporting the transformation and upgrading of rural power grids in “three districts and three states” in deeply impoverished areas, and the scale of photovoltaic power generation will be 13.63 million kilowatts, benefiting about 2.24 million poor households.
